The Phaser banks could be fired simultaneously with the Photons, after all, the Phasers are also controlled from the Phaser Control Room (see TOS: Balance Of Terror)and the Photon Torpedoes from the Torpedo bay (See TOS MOVIE: ST II, ST VI). The Weapons Officer (or Tactical Officer) only needs to control one. And no skill rolls for the shields (to boost)? You have a good ship combat game, but there are a few questions I have.
